welcoming International Tourism
In late 2019, the Saudi Kingdom launched a new Tourism initiative. And while there are still a few bumps to iron out, most American citizens can visit, if they wish to. At this time, all visitors are bound to abide by the Sunni laws and customs.
Tourist Visa for US Citizens: eVisa can be easily obtained online prior to entry. Visa on arrival can be obtained, but not suggested.

There is some very good initial information here for anyone considering a trip the region.
Traveler’s Medical Insurance is highly advised:
Most care providers overseas only accept cash payments. Medicare and other standard Healthcare coverage does not extend to basic medical care or emergency care outside of the USA.
Someone’s cultural awareness is their understanding of the differences between themselves and people from other countries or other backgrounds, especially differences in attitudes and values. Travel is a way to expose yourself to other cultures. And as a guest, it is generally best to respect the culture of your host, regardless of your agreement or disagreement with their ways or beliefs.
As with most Muslim regions, both Men and Women should not expose their shoulders, elbows or knees when out in public. Both men and women should not wear shorts, sleeveless shirts or anything that exposes too much flesh. Women should wear skirts reaching below the knee level, and shirts with sleeves preferably elbow length or longer.

This is quite an interesting voyage, with what appears to be the first stop of any cruise line in Jeddah. Muscat as well has put a stop to many large cruise ships entering the harbor or country. Muscat (and Oman) are one of the great destinations of the region as well.
